Background
The Asia Pacific Transgender Network (APTN) is a regional network that is working towards the advancement of trans rights in the Asia Pacific region through research and evidence generation, legal, policy and programmatic advocacy, and public campaigning. APTN office is legally established and has been operating as a registered entity as a Thai Foundation in Bangkok, Thailand. APTN currently works with more than 15 partners in 12 countries in the region
About the position
APTN is seeking a new staff member to help improve our foundation operations in administration and Human Resources. The position will work under direct supervision of the Finance and Operations Manager. The main responsibilities of this role will include the following:
Finance
- Prepares complete set of documentation for check payments–e.g., purchase order, invoice/delivery order, payee name, and terms of payment, securing signature of the authorized signatories, verifying that the amounts on receipts expensed match the amounts in current account records and in current account statements received from banks
- Provides and clear staff cash advances for project activities in accordance with APTN policies and procedures and donor requirement
- Maintaining accounting records (hard and soft copies)
- Provide assistance on preparing financial documents for project activities e.g. Acknowledgment of Receipt, Per diem, Reimbursement
- Oversee all accounting transactions to ensure budget class and amount of charging under each project activities
- Record revenue recognition of all projects into accounting software
- Coordinate with the auditor and provide all documents and reports as required
- Facilitation of communication on financial procedure among the team and with external partners
- Ensure Program staff understand financial expenditures and projections issues through training and quarterly check ins
- Present financial reports in a comprehensible manner to various stakeholders when needed
- Discuss financial reports with stakeholders to enhance their understanding when needed
Reporting and Budgeting
- Preparing monthly financial reports of all projects for internal use. e.g. Budget vs Expenditure.
- Preparing monthly financial reports and related supporting documents as required by Donors.
- Ensure all financial reporting deadlines are observed.
- Review Partner’s financial reports, supporting documents and coordinate with partners for any required document from donors.
- Assist budget holders in monitoring and reviewing a Project’s expenditure and financial control.
- Support the Finance Department to prepare financial budgets for proposals to donors
- Support the Finance Department to prepare financial reports for donors and internal use by
- Work with the relevant staff to produce project budgets and forecasts as required
- Collaborate with relevant staff to develop project and operation budgets and forecasts
- Facilitate communication on financial procedures among the team and external partners
- Monitoring budget spendings of implementation with program, admin and Project Finance Officer
Supporting financial management and financial capacity building with partner organisations:
- Provide support in assessing partners’ financial management capacity
- Assist in recommending solutions and training materials to the findings of the capacity analysis of needs performed
- Assist with the development of training plans and guide for partners to better understand financial management
Organisation Financial Projections and Budgeting:
- Develop organization budget forecasts and manage expenses within approved budgets.
- Create and maintain financial spreadsheets and budget proposal outlines
- Assist in developing and monitoring organsation budgets.
- Communicate regularly with Senior Project Finance Officer. Finance and Operations Manager and budget holders on budget-related matters.
- Prepare financial guidance memos and submit monthly financial and BVA reports
Qualifications
- University or Bachelor Degree in Accounting, Finance, Business Administration or equivalent
- Minimum five (5) years of relevant experience in the area of finance and accounting is required.
- Have the skill of using accounting software.
- Have experience working in multi-donor / multi-project/ multi-country environment is desirable
- Computer skills, particularly with spreadsheets
- Planning, problem-solving and analytical skills.
- Ability to handle multiple and competing priorities
- Familiarity with international NGO principles and practices is preferrable
- Professional and courteous
- APTN’s working language is English. Fluent command in written and spoken English and Thai are required.
