Background

The Asia Pacific Transgender Network (APTN) is a regional network that is working towards the advancement of trans rights in the Asia Pacific region through research and evidence generation, legal, policy and programmatic advocacy, and public campaigning. APTN office is legally established and has been operating as a registered entity as a Thai Foundation in Bangkok, Thailand. APTN currently works with more than 15 partners in 12 countries in the region

Finance, HR and Administrative Team Structure Summary

APTN is currently in the process of restructuring its team to address the growing demands for internal and external reporting, the expansion of support provided to APTN country partners and grantees, and the continued adherence to the highest compliance standards. This restructuring initiative aims to enhance the existing administrative, financial, and human resources processes and improve workflow to accommodate the diverse financial capacities, reporting requirements, procedural standards, and staff capabilities across various teams responsible for financial management.

The scope of this organizational strengthening effort includes an increased focus on supporting our partners in financial management, refining sub-granting mechanisms, providing enhanced support and professional development opportunities for staff, and implementing regular training on standard operating procedures. 

As part of this initiative, APTN is seeking a Senior Accountant and Finance Officer that understands the principles of accounting and sustainability on how an NGO works in practise and has a commitment to take practical steps in maintaining our commitment to the partners and the  organisation vision and mission. This role will support all administrative and finance matters. You should be willing to encourage managers and budget holders to recognise and consider their financial management responsibilities and help create a culture that balances centralized control with decentralized decision-making. Finance staff have to work closely with programme staff to deliver good financial management. You must have strong interpersonal and team-working skills. This position reports directly to the Executive Director.

The main responsibilities of this role will include the following: 

Accounting:

  1. Manage the Foundation’s petty cash, including advances and reimbursements to staff
  2. Ensure compliance with formal cash disbursal requirements per financial policies
  3. Handle incoming cash donations, aligning practices with Thai Law and ethical standards.
  4. Prepare tax and social security documents, including staff personal income tax and organization tax
  5. Perform monthly cash counts, payment requests and assist with bank transactions.
  6. Accurately record expenses in the petty cash register and accounting software.
  7. Prepare complete documentation for check payments and verify transaction accuracy
  8. Maintain accounting records (hard and soft copies) and update financial filing and documentation
  9. Perform monthly bank and balance sheet reconciliation
  10. Visit banks for document collection and preparation and compile documents for submission, including preparing minutes for documentation
  11. Verify monthly assets inventory and prepaid expenditure

Payroll:

  1. Assist in preparing monthly payroll summaries and ensure accuracy
  2. Distribute pay and maintain payroll records with confidentiality
  3. Submit payroll summaries for review and approval

Audits and Legal Requirements:

  1. Plan and support internal and external audits
  2. Present auditors’ reports to relevant stakeholders
  3. Ensure compliance with legal requirements, including government report submissions

Required skills and qualification
Education:

  • BA, MBA or Master/ Degree in Accounting/ Finance/ Business Administration or any other professional accounting qualification such as ACCA, CIMA

Qualifications:

  • Minimum eight (5) years of proven experience in accounting, handling project financial management, budgeting, grants management, general office administration and procurement.
  • Well versed in maintenance of financial and accounting systems
  • High proficiency in Microsoft Excel, google drive and Quickbooks.
  • Previous experience in working with Humanitarian NGOs, international organizations, or private sector
  • Demonstrated capacity to supervise a complex financial management or general ledger system.
  • Have experience working in multi-donor / multi-project/ multi-country environment
  • Have experience in producing financial statements for the Governing Board review.
  • Fluency in written and spoken English and Thai
  • Well versed with Thai law
