The Asia Pacific Transgender Network (APTN) launched in December 2009 is the first regional network advocating for the legal recognition and rights of transgender people in Asia and the Pacific. Position Summary
The Part time Accountant will support in tax-related document monitoring, social security filing and application, accounting record and other assignments related to Finance and Accounting and report to Administrative and Finance Officer. This is a six-month part-time position, based at APTN’s office in Bangkok.

Key Duties and Responsibilities

  • Record in QuickBooks and prepare monthly report
  • Daily and routine book-keeping
  • Record APTN asset with depreciate calculation
  • Produces monthly bank reconciliation statements and consolidates in hard copy
  • Support Administrative and Finance Officer in the completion of the year-end reports and audits
  • Prepare and submit monthly withholding tax forms to Revenue Department of Thailand
  • Prepare and submit annual Income Tax of APTN staff to the Revenue Department of Thailand
  • Prepare and submit annual Corporate Income Tax (PND.55) to the Revenue Department of Thailand
  • Support Administrative and Finance Officer in tax monitoring
  • Provide support to APTN and its staff on the tax matters as required
  • Prepare documents required, update and apply for social security on behalf of APTN staff to social security Office
  • Performs other duties as assigned by the Administrative and Finance Officer

Qualifications

  • Diploma in accounting, finance, business administration or equivalent
  • Minimum three years of relevant experience in the area of finance and accounting is required
  • Excellent skill for using Microsoft Excel and QuickBooks
  • Good knowledge of Thai Government taxation system
  • Have the ability to communicate fluently, both written and oral in English and Thai
  • Ability to handle multiple and competing priorities
  • Able to demonstrate communication and organizational skills
  • Able to work individually and in teams
  • Experience in working in international environment is an advantage
  • APTN working language is English. Fluent command in written and spoken English are required

Position Summary
The Finance Assistant is responsible for assisting the Admin and Finance Officer in managing, processing and troubleshooting various accounts and transactions, and other assignments related to Finance and Accounting and report to Administrative and Finance Officer. This is a one-year full-time position, based at APTN’s office in Bangkok.

Key Duties and Responsibilities
Finance and Accounting

  • Prepare disbursements documents according to policies
  • Process banking transactions
  • Ensures all documents are reviewed and approved with complete appropriate supporting documents before processing for payment
  • Ensures payments are made in timely manner
  • Supports APTN staff(s) in payment disbursement on the field when required
  • Prepare finance documents and information for accountant to record in the accounting system
  • Ensures all finance documents are complete with appropriate supporting documents for audit
  • Support Administrative and Finance Officer in the completion of the year-end reports and audits
  • Support Administrative and Finance Officer to prepare and submit annual organizational report and related documents to Ministry of Interior, Thailand
  • Making staff and program advances, subsequently follow-up and receive all cash returns on staff advances and deposit to the bank
  • Review and audit financial statements and reports, ensure all calculations and data entries are correct
  • Prepare monthly expenditure report according to donor approved budget line
  • Review, adhere and monitor project line budgets
  • Perform routine calculations to produce analyses and reports as requested by the admin and finance officer
  • Help oversee and manage project financial disbursement and small grant account
  • Review country implementing partners financial report and submitted supporting documents and ensure it meets APTN reporting standard
  • Assisting with financial reporting to Executive Director, Thai Foundation Board, Regional Steering Committee and appointed Program Personnel
  • Answers question and provide assistance to the Executive Director and treasurers of the TFB and RSC as needed
  • Adhere to the company's or organisation's financial policies and procedures
  • Report any troubling discoveries or suspicion of wrongdoing to the proper authorities

Logistics Support

  • Work together with Administrative Assistant to ensure assets are labelled and updated regularly

Others

  • Performs other duties as assigned by the Administrative and Finance Officer

Qualifications

  • Diploma in accounting, finance, business administration or equivalent
  • Minimum three years of relevant experience in the area of finance and accounting is required
  • Have the skill of using QuickBooks
  • Computer skills, particularly with spreadsheets and calculation software
  • Planning, problem-solving and analytical skills

Background
The Asia Pacific Transgender Network (APTN) advocates for the protection of the legal, social and human rights of transgender people as well as the enhancement of their social wellbeing and quality of life in the Asia-Pacific region.

Since it was founded in 2009, APTN has grown to become a credible platform and voice for transgender people in Asia and the Pacific, working to ensure that their needs and rights are represented politically, socially, culturally and economically.

Having achieved a number of impressive milestones and outcomes since inception, APTN is now turning its attention to a three-year strategic plan for the period 2017-2019. In line with this important guiding document, APTN is developing its communications strategy and a communications roadmap to support the strategic plan and other communications objectives.

Duties and Responsibilities:
The Communications Officer is primarily responsible for supporting the Executive Director in implementing the communications policy, strategy and guidelines. They will support and maintain internal and external communications with project collaborators, implementing agencies, service providers and assist to execute the communications strategy, maintain project documentation and undertake the following tasks:

  • Assist to ensure compliance of activities with project communication strategy by following donor and APTN guidelines, oversee the APTN public voice and its consistency, and coordinate with partners in the development of statements, media releases, and related actions as appropriate

  • Develop key promotional messages in consultation with the project team  

  • Participate in developing and evaluating feasibility, efficiency and quality of Information Education and Communication (IEC) materials  

  • Liaising with APTN country partners and staff to ensure effective coordination of communications and provide or direct relevant APTN personnel on technical assistance to partners on communications issues

  • Take lead in dissemination of communication materials to relevant stakeholders  

  • Draft case studies and relevant project documents and suggest recommendations on varied issues (as and when required)  
    Newsletter content and distribution

  • Provide fundraising support to the Executive Director and APTN governing bodies

  • Proposal and report writing relevant to communications or when assigned otherwise

  • Website, blog and social media management and updates
    Maintain documentation management system (hard copy and on network)

  • Respond to queries from partners, stakeholders, media and etc when assigned by the Executive Director
    Communications database updating and management

Requirement:

Education: University degree and/or equivalent experience in Communications, Media, Journalism, or other relevant field

Work Experience:

  • Minimum of 3 years of work experience in the communications and/or media;

  • Documented experience working with transgender organizations and/or related issues on human rights

  • Proven experience in maintaining websites and developing e-newsletters;

  • Proven experience in coordinating with various stakeholders and production of communication, materials and products and their dissemination

  • Experience of working with community based organisations is highly preferred;

  • Engagement with UN, and other international rights organizations on human rights issues will be an asset

  • Proficiency in written, verbal, organizational, analytical, and interpersonal skills; Excellent computer skills, including experience managing websites and use of web based content management systems;

  • Proficiency with social media and writing reports, press releases, joint statements, and speeches

  • Proven experience in producing the page layout and design of materials such as reports, posters, newsletters, etc would be considered a strong asset

  • APTN working language is English. Excellent written and spoken English is required

Envisioning a society that upholds, respects, and protects the diversity, safety, equality, and dignity of all genders, the mission of APTN is to enable transgender women and men in the Asia Pacific region to organize and advocate to improve their health, protect their human rights, and enhance their social well being and quality of life. APTN recognises the importance of HIV in the lives of transgender people, and advocates for the urgent need for improved access for transgender people to appropriate prevention, treatment and care services as linked with HIV and other sexually transmitted diseases.

Job purpose
The Executive Director is responsible for the overall leadership and management of the Asia Pacific Trans Network’s operational and administrative functions. Working under the guidance of the Thai Foundation and Regional Steering Committee, the Executive Director defines the institution’s strategic vision, and is accountable for its implementation and the results achieved.

The Executive Director maintains strong relationships with a diverse range of stakeholders that are important collaborators in the Asia Pacific Trans Network efforts. The Executive Director has the responsibility and accountability to set the tone for the Asia Pacific Trans Network Secretariat’s internal and external interactions. She/he must act in the best interests of APTN in all contexts, and is responsible for ensuring this culture prevails across the organization’s employees and contractors. This position reports directly to APTN governance bodies.

Duties and responsibilities
1. Leadership

  • Works closely with the governing bodies on strategic issues such as positioning, organizational structure, partnerships, and other elements of strategic direction.

  • Ensures that all policies and decisions of the governing bodies are well communicated and documented in a transparent and coordinated manner.

  • Acts as a professional advisor to the Regional Steering Committee on strategic priorities and all aspects of the organization’s activities including external issues that affect the organization.

  • Fosters  teamwork within the Regional Secretariat and effective partnerships with national organizations, groups, and networks.

  • Oversees the financial health and programs of the regional secretariat, ensuring that all programs and projects are carried out in accordance with the funds available and in achieving strategic priorities.

  • Strengthens communications and strategic alliances and partnerships with other key stakeholders and regional partners.

  • In addition to the Chair of the Board, act as a spokesperson for the organization.

  • Conducts official correspondence on behalf of the governing bodies, and jointly when appropriate.

  • Facilitates and coordinates the delegation and participation of APTN members and supporters at meetings and events.

  • Operationalize, lead and monitor the implementation of the Asia Pacific Trans Network, and ensure the effective implementation on the strategic objectives

  • Represent the Asia Pacific Trans Network Secretariat at the highest level, ensuring its role within the trans movement is well understood, through direct engagement with communities, policy-makers and the execution of an effective media strategy;

2.  Operational planning and management

  • Develops an operational plan and annual budget which incorporates goals and objectives that work towards the strategic direction of the organization.  

  • Mentors, trains, and supervises staff to ensure maximum productivity, and to create a supportive environment that encourages superior achievement and professional growth.

  • Ensures that operations of the organizations meet the expectation of partners, the governing bodies, and donors.

  • Oversees effective day-to-day operations and ensures accountable, transparent and efficient management.

  • Draft policies for the approval of the Governing bodies and prepare procedures to implement the organizational policies and ensures their implementation including monitoring staff performance; review existing policies annually and recommend changes as appropriate.

  • Maintains all projects and contract files ensuring their safe storage and confidentiality.

  • Evaluates staff on performance in delivery of objectives and work plan

3. Financial Management and reporting

  • Works with staff and governing bodies to prepare a budget and secure adequate funding for the operation of the organization.

  • Research funding sources, oversee the development of fund raising plans and write funding proposals to increase the funds of the organization.

  • Coordinates and takes responsibility for preparation and submission of all donor funded project/activity reports according to agreed milestones and required timeline.

  • Ensures the financial reporting to donors in timely manner.

  • Ensures that sound bookkeeping and accounting procedures are followed.

  • Ensures annual audit is carried out as per governmental regulations as well as any other legislation covering taxation and withholding payments.

  • Ensures that projects are within reasonable variances.

  • Provide the governing bodies with comprehensive, regular reports on the revenues and expenditure of the organization.

4. Partner Engagement

To safeguard and continually strengthen the effectiveness, reputation, and profile of the Asia Pacific Trans Network, the Executive Director will work closely with the Thai Foundation and Regional Steering Committee and partners to:

  • Build and maintain effective alliances and operational collaboration

  • Represent the Asia Pacific Trans Network and its work with external stakeholders which includes corporate organizations; to build effective partnerships to support the work of the Asia Pacific Trans Network;

5. Mobilizing and Sustaining Resources
To support the Thai Foundation and Regional Steering Committee in its core function of mobilizing donors to support the mission of the Asia Pacific Trans Network, the Executive Director will:

  • Provide strategic guidance for resource mobilization

  • Engage with other regional groups and international groups working in mobilizing the trans movements. Identifies potential funding and advocacy opportunities and coordinates the proposal development process.

6  Public relations / advocacy

  • Communicates with stakeholders to keep them informed of the work and identify political strategies for advocacy.

  • Provides support and advise in collaboration with the Steering Committee and assigned technical partners to emerging and existing country level transgender networks and strengthens communication ties among them and other key stakeholders and regional partners.

  • Advocates and provides support for the inclusion of transgender people in meetings, workshops, consultations, policy and decision making processes.

  • Ensures implementation of all programs and projects.

  • Establish working relationships with partners.

7. Working with the Board
To support the Board in its strategic leadership of the organization, the Executive Director will:

  • Report to the Thai Foundation and Regional Steering Committee on the operational, administrative, and financial aspects of the Asia Pacific Trans Network;

  • Ensure that the Thai Foundation and Regional Steering Committee is made aware, in a timely way, of key strategic and other material operational challenges the Secretariat is encountering in the course of its work;

  • Represent the management of the Secretariat at Board Meetings, and ensure effective and timely preparation and distribution of all materials in accordance with Board-mandated policies and procedures;

  • Participate (or nominate a delegate to participate) at all non-executive sessions of committee meetings, and assist the committees of the Board, APTN advisory committee and other support structures; and

  • Communicate Board decisions to the Asia Pacific Trans Network staff, and other relevant stakeholders.

8. Risk Management
Conduct a risk analysis and develop a plan to identify and evaluate risks to the organization - operations, property, finances, goodwill, and reputation and implement measures to mitigate risks.

Qualifications

  • Transgender person

  • University graduate or post-graduate qualification  or minimum 5 years of previous high level management experience in an NGO Excellence in organizational management with the ability to coach, manage, and develop high performance teams, set and achieve strategic objectives and manage a budget.

  • Ability to cultivate relationships internally and externally

  • Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures

  • Strong written and verbal communication skills in English; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills

  • Action oriented, entrepreneurial, adaptable, and innovative approach to business planning

  • Ability to work effectively in collaboration with diverse groups of people

  • Passion, idealism, integrity, positive attitude, mission driven and self directed

  • Leadership skills and ability to organize and motivate staff and partners

The RSC serves as the body that establishes and oversees the vision, mission, and strategic directions for APTN—and its responsibilities have never been more important than this year as we complete the transition of our new governance structure.

Terms of Reference
Regional Steering Committee Member

Background
The Asia and Pacific Transgender Network was launched in December 2009 when 15 transgender women from 10 Asia and Pacific countries came together to champion the health, legal and social rights of transgender women. A milestone in the history of transgender people in the region, they demanded recognition as a distinct demographic group separate from the MSM umbrella with unique needs with regards to HIV.

Key responsibilities
As a member of the Regional Steering Committee is the body that establishes and oversees the vision, mission, and strategic objectives of APTN ensuring that its activities and finances are managed in a responsible manner and in accordance with its strategic plan. Committee shall determine and define its roles and responsibilities according to the functions required for the operations of the network.

The Steering Committee approves APTN policies and appoints and reviews the performance of the Regional Coordinator and Program Manager. It reviews and approves the financials for reporting to the Thai Foundation Board. The first Steering Committee has been selected through an independent and transparent process. But future members will be invited or elected through the processes approved by the current Steering Committee.

The Steering Committee is governed in accordance with APTN by-laws. Members are responsible for the effective governance of the organization and the general direction of APTN guiding principles, which includes:

1.     Work towards gender recognition and censure the visibility of transgender people - end the invisibility of transgender people.

2.     Acquire and document transgender specific information (i.e. vulnerability and needs) on Asia and the Pacific transgender communities.

3.     Build alliance and partnerships.

4.     Support the development to transgender people and their organizations.

5.     Promote transgender rights culture, making equality legislation work better.

6.     Develop trans-specific guidelines/ policies and documents.

7.     Support and empower transgender people and transgender organizations/ networks at the country level to drive and lead community interventions

 

Areas of responsibility

Custodian of APTN’s Organizational Mission and Objectives

·   Developing and approving the mission and programs
·   Strategic thinking and planning
·   Ensuring delivery of organizational purpose
·   Lead the organisation’s efforts to respond to a changing environment with respect to issues relating to transgender people, including legal recognition and rights, health services, prevention, treatment and care for HIV, tuberculosis and other co-infections, social protections, and access to employment

Governance

·       Take responsibility for ensuring the governance structure is renewed in ways, which preserve its integrity and capacity to govern a regional network
·       Pursue governance objectives through the establishment of sub-committees and working groups as appropriate
·       Evaluate performance of the Steering Committee
·       Apply the following principles in the exercise of its governance responsibilities:

o    Duty of care and loyalty, involving taking all reasonable care and consideration in making decisions in the best interest of the organisation

o    Duty of mission, being a commitment to act in accordance with APTN’s vision, mission and guiding principles

o    Avoidance of conflict of interest, involving a commitment to voluntarily stand aside from discussion and voting on matters where there is a conflict of interest of any sort - financial, personal or official - or any appearance of conflict, with any matter pending before the Steering Committee; ensure that all decisions of the Steering Committee are made in a transparent and an impartial manner

·       Being open and accountable and behaving with integrity
·       Manage personal interests and conflicts with care, good faith and responsibility.
·       Ensure communication with members of the Thai Foundation Board.
·       Develop processes for recruitment of members for Steering Committee and Thai Foundation Board. 

Resource Mobilization and Finances

·   Support Secretariat in Fundraising, and assuring sufficient financial resources to carry out APTN’s strategic plan
·   Approve the annual budget
·   Act as ambassadors with donors and other external actors
·   Exercise effective financial controls

 Organizational Oversight

·       Approving policies which are in accordance with the organisational mission and values
·   Employing the network coordinator and program manager and supporting them in fulfilling organizational mission and goals

Background
The Asia Pacific Transgender Network (APTN) launched in December 2009 is the first regional network advocating for the legal recognition and rights of transgender people in Asia and the Pacific. Envisioning a society that upholds, resects, and protects the diversity, safety, equality, and dignity of trans /transgender people, the mission of APTN is to mobilize and advocate for the human rights of trans/transgender people in the Pacific and Asia Region.

APTN focus
Since inception APTN has been focusing on raising awareness and increasing recognition for issues of transgender people and coorinating program activities that will go towards supporting and strengthening transgender-led advocacy.

Job Profile
           
To provide technical and operational support to APTN’s programs in Asia and the Pacific (AP), as well as other AP program coordination and partnership development efforts under the direct supervision of the Program Manager.

Responsibilities include the following:

  • Provide technical coordination and operational support to projects in Asia and the Pacific; including regular support and interface with APTN field staff and local partners.
  • Develop and maintain familiarity with all aspects of assigned projects, including knowledge of donor rules/regulations to ensure compliance, along with related APTN policies/procedures for project grants and contracts.
  • Coordinate and track the development and processing of project grants, budgets, and contracts to ensure timely receipt, approval, processing and payment.
  • Conduct assessments using existing tools, draft reports, and participate in research project implementation, as needed.
  • Support of project execution, proposal preparation, communications/marketing materials, and provide for other regional information needs.
  • Assist the Program Manager in drafting MOUs, detailed implementation plans, quarterly and annual reports, and contracts and agreements.
  • includes arrangement of flights, lodging, meeting spaces, drafting agenda and event collateral, securing visas, and other relevant travel documents and processing expense reports.
  • Support the implementation of communications plans of assigned projects in coordination with the APTN communications team, including editing documents and ensuring the timely input on communications-related deliverables.
  • Complete other tasks as assigned.

Required Skills

  • Ability to identify and establish priorities, work independently, and exercise sound judgment related to providing support and assistance.
  • Excellent written and verbal communication skills in English required.
  • Some experience editing, copyediting, and proofing documents.
  • Ability to identify problems in a timely manner, make recommendations toward solving problems, and work well in group problem solving situations.
  • Ability to work in a dynamic team, as well as an ability to carry out tasks independently.
  • Ability to establish effective working relationships with employees at all levels of the organization.
  • Ability to work in a virtual environment with remote employees.
  • Excellent time management and organizational skills are required. Thorough knowledge and experience in building office systems, filing systems, and general office procedures preferred. 
  • Possess outstanding interpersonal communication skills that must be effective and courteous, requiring high integrity when dealing with a broad array of cultures and languages.
  • Ability to work in a fast-paced international environment, including managing time zones and a wide variety of cultural dynamics
  • Ability to manage a large number of emails and respond in a timely manner
  • Proficient in the use of the full Microsoft Office products including Word, Excel, Outlook, and PowerPoint.
  • Ability to travel internationally as needed.

Required Experience

  • Bachelor’s Degree in a field relevant to APTN mission and programs such as Business Management, Programme Management, Social Policy, or related fields OR minimum 3 years of work experience in relevant field.
  • Work experience in Asia and the Pacific required.
  • Knowledge of, or experience with, programs that support HIV programming, and trans advocacy preferred.
  •  Experience working with key affected populations strongly preferred.

Background
Many trans people across the region have a strong sense of pride in their identity. Unfortunately they also share common negative experiences of discrimination. These experiences include the extent of invisibility, isolation and exclusion from families, schools, the formal workforce and mainstream economy, and from recognition as equal citizens. High levels of stigma and discrimination and very few legal protections push trans people to the margins of society, including a narrow range of often exploitative, underpaid and insecure jobs.

Thailand, Vietnam and Philippines is three of the countries participating in a discrimination research undertaken by APTN, UNDP and the Curtin University, as part of the Being LGBTI in Asia initiative. This project aims to build on the body of evidence already provided in the Being LGBTI in Asia project, measuring discrimination directly, and on a large scale. Generating firmer evidence base in the area of discrimination for legislative and public policy reform is of benefit to trans people region-wide.

In this region, the words transgender and trans are each used frequently as an umbrella term to describe people whose gender identity is different from their assigned sex at birth. This includes many culturally specific third gender identities in this region. APTN uses the following definition of the term “trans/transgender,” which is based on discussions held at a regional consultation in Manila in 2012: Persons who identify themselves in a different gender than that assigned to them at birth. They may express their identity differently to that expected of the gender role assigned to them at birth. Trans/transgender persons often identify themselves in ways that are locally, socially, culturally, religiously, or spiritually defined.

 A research assistant in each country will responsible for working collaboratively with APTN and the Curtin University Research Team undertaking the discrimination research. 

The Asia Pacific Transgender Network is a transgender-led not-for-profit regional network and its purpose is to manage knowledge, shape the agenda, promote dialogue, convene and facilitate action on issues of discrimination and violence, legal and social protections, health and human rights for transgender people in Asia and the Pacific. The organization addresses transgender specific issues including vulnerability to gender-based violence, stigma and discrimination, risks for HIV infection, and health issues stemming from almost complete lack of access to appropriate health and medical care. APTN works towards a vision of a world free of gender stigma, discrimination and marginalization, in which everyone has equal life opportunities, regardless of their gender identity or sexuality.
